Kotsos is an honest civil servant, director at the Ministry of International Agreements and Interventions, married with two children. The temptations are certainly great, as many try to bribe him, first and foremost Tom Americo, representative of the American telecommunications company, and the representatives of the Seven Sisters oil companies, but he stands firm as a rock.
